À travers les réflexions et les analyses de plusieurs intellectuels de renom, ce documentaire trace un portrait de l’idéologie néolibérale et examine les différents mécanismes mis à l’oeuvre pour en imposer mondialement les diktats. Déréglementer, réduire la taille de l’État, privatiser, limiter l’inflation plutôt que le chômage, bref, financiariser et dépolitiser l’économie : les différents dogmes de cette pensée prêt-à-porter sont bien connus. Et s’ils s’immiscent lentement dans nos consciences c’est qu’ils sont diffusés à travers un vaste et inextricable réseau de propagande. De fait, depuis la fondation de la Société du Mont Pèlerin, en 1947, les instituts de recherche néolibéraux, ces think tanks financés par des transnationales et des grandes fortunes, propagent inlassablement la pensée néolibérale au sein des universités, dans les médias, auprès des parlementaires, etc. Cette idéologie qui s’affiche évidence, forte de la sanction historique et scientifique que semble lui avoir conférée la chute de l’URSS, a su intoxiquer tous les gouvernements, de gauche comme de droite. En effet, depuis la fin de la Guerre Froide, le rythme des réformes néolibérales est allé sans cesse s’accentuant. Souvent imposée par la force, que ce soit à travers les plans d’ajustements structurels du FMI et de la Banque Mondiale, sous la pression des marchés financiers et des transnationales ou même par la guerre, la doctrine néolibérale s’étend dorénavant à la planète entière. Mais derrière l’écran de fumée idéologique, derrière ces beaux concepts d’ordre spontané et d’harmonie des intérêts dans un libre marché, par-delà la panacée de la «main invisible», que se cache-t-il réellement ?

In both economics textbooks and public perceptions central banks are a fact of life. On the wall of my A-level economics classroom there was the Will Rogers quote “there have been three great inventions since the beginning of time: fire, the wheel, and central banking”, summarising how many economists view the institution. There is a widespread belief that there is something different about money which calls for a central authority to manage its operation, a view shared even by staunch free marketeers such as Milton Friedman. This belief is not without justification, since money underpins every transaction in a way that apples do not, but we should always be careful not to take existing institutions for granted and central banking is no exception. In this post I will look at the idea of private or free banking, where banks compete (and cooperate) to issue their own currency.

If there’s one method economists have neglected the most, it’s qualitative research. Whereas economists favour mathematical models and statistics, qualitative research seeks to understand the world through intensive investigation of particular circumstances, which usually entails interviewing people directly about their experiences. While this may sound simple to quantitative types the style, purpose, context, and interpretation of an interview can vary widely. Because of this variety, I have written a longer post than usual on this topic rather than doing it a disservice. Having said that, examples of qualitative research in economics are sadly scant enough that it doesn’t warrant multiple posts. In this post I will introduce qualitative research in general with nods to several applications including the study of firm behaviour, race, Austrian economics, and health economics. More than usual I will utilise block quotes, which I feel is in the spirit of the topic.

La question de l'équation entre les impératifs économiques de court terme (croissance, emploi) et les exigences planétaires de long terme (l'avenir de notre monde) semble toujours irrésolue.

Le libéralisme allemand qui est au cœur de la construction européenne porte le nom d’ordolibéralisme. C’est une voie à mi-chemin entre le capitalisme à l’anglo-saxonne, qu’on considère en général comme le plus proche de l’orthodoxie classique, de l’ultra-libéralisme, et un capitalisme keynésien plutôt orienté vers des politiques de la demande. Cependant, l'ordolibéralisme allemand demeure une forme de néolibéralisme. L'idée de l'épisode est de décrire un courant de pensée qui tient plus de l’idéologie ou de l’opinion politique que de la science. En effet, l’ordolibéralisme, comme de nombreux autres courants de pensés en économie, propose des hypothèses plausibles, potentiellement justes, mais non vérifiées voire non vérifiables ainsi qu’une version simplifiée de la mécanique économique qui ne colle pas toujours avec la réalité. La description de la pensée ordolibérale permet de comprendre pourquoi la Zone Euro est organisée d'une manière si spécifique : Pourquoi la banque centrale européenne est-elle indépendante ? Pourquoi celle-ci ne peut-elle pas financer des états ? Pourquoi doit-elle se concentrer uniquement sur des problématiques d'inflation ? Pourquoi la commission européenne insiste-t-elle tant sur le rôle de la concurrence ? Pourquoi le budget des états ne doit pas dépasser un déficit de 3% du PIB ?

Faut-il donner un prix à la nature pour la protéger des impacts de l’activité humaine ? L'économiste écologique Aurore Lalucq revient sur cette question fondamentale et distingue monétarisation, marchandisation et financiarisation. Selon elle, ces trois concepts prennent place dans des situations totalement différentes et ne suivent pas les mêmes logiques.

The global financial crisis (GFC) led to increasing distrust in economic research and the economics profession, in the process of which the current state of economics and economic education in particular were heavily criticized. Against this background we conducted a study with undergraduate students of economics in order to capture their view of economic education.

This course introduces students to the relevance of gender relations in economics as a discipline and in economic processes and outcomes. The course covers three main components of gender in economics and the economy: (1) the gendered nature of the construction and reproduction of economic theory and thought; (2) the relevance and role of gender in economic decision-making; and (3) differences in economic outcomes based on gender. En trente ans, la finance est devenue toute-puissante. Pas un jour sans connaître les mouvements du FTSE ou du NASDAQ, pas une semaine sans analyse du change, pas un mois sans fermeture d’usine, pas un an sans inquiétude sur la dette publique, pas une décennie sans une crise financière. Le bilan macroéconomique de nos économies occidentales est peu glorieux : une croissance molle, des investissements atones, un chômage endémique, des inégalités croissantes. Le constat est sans appel : les politiques libérales ont déréglementé la finance, et la banque, qui accompagnait autrefois l’industrie dans ses investissements à long terme, lui fait aujourd’hui obstacle. La créativité des financiers s’est substituée à celle des entrepreneurs. Il est urgent de remettre la finance à sa place : ce n’est pas à l’économie d’obéir à la finance, mais à la finance de servir l’économie. Un ouvrage qui décrypte trente ans de financiarisation de l’économie, propose un examen détaillé de l’articulation entreprise/ finance et avance des propositions – analysées et commentées par Michel Aglietta – pour mieux penser l’économie réelle.

In this post, Rethinking Economics sets out what it means to decolonise economics education and how we can do that. The article first breaks decolonising down into a "mind-set" and a "process", then applies this process to economics education. It finishes with a reading list and some suggested actions to get you started decolonising economics today.

This panel discusses the role of mathematics and history in economics. Lord Robert Skidelsky and Dr. Ha-Joon Chang advocate for a more prominent role of history and a less prominent role of mathematics within economics. Prof. Steve Pisckhe and Prof. Francesco Caselli defend the dominant role of mathematics within economics. Each of the speakers gives a 10-15 minutes talk advocating his position, before the panel is opened up for Q&A. The discussion is moderated by Prof. James Foreman-Peck.

The last 15 years have seen extensive research into ecosystem service valuation (ESV), spurred by the Millenium Ecosystem Assessment in 2005 (Baveye, Baveye & Gowdy, 2016). Ecosystem services are defined as “the benefits people obtain from ecosystems” (Millenium Ecosystem Assessment, p.V). For example, ecosystems provide the service of sequestering carbon which helps regulate the climate. Valuation means giving ecosystems or their services a monetary price, for example researchers have estimated that the carbon sequestration services of the Mediterranean Sea is between 100 and 1500 million euros per year. The idea of ESV was a response to the overuse of natural resources and degradation of ecosystems, allegedly due to their undervaluation and exclusion from the monetary economy. ESV can be used (1) for policy decision-making, for example allocating funding to a reforestation project (2) for setting payments to people who increase ecosystem services, for example a farmer increasing the organic carbon content of their soil, and (3) for determining fees for people who degrade ecosystem services, for example a company that causes deforestation.

Le PIB fait l’objet de critiques régulières. En avril dernier, le Parlement a voté, sur la proposition de la députée Eva Sas (EELV), une loi prévoyant que des indicateurs alternatifs au PIB guident les politiques publiques. Mais le choix de ces indicateurs alternatifs soulève un certain nombre de questions. Par Géraldine Thiry (Université de Louvain, Forum pour d’autres indicateurs de richesse) et Adeline Guéret (étudiante à l’ENSAE, stagiaire à l’Institut Veblen). Le gouvernement français publie cette année, parallèlement au dépôt du projet de loi de finances, un rapport présentant " l’évolution, sur les années passées, de nouveaux indicateurs de richesse, tels que les indicateurs d’inégalités, de qualité de vie et de développement durable." Cette publication fait suite à l’adoption définitive au Parlement, en avril 2015, de la proposition de loi visant à prendre en compte de nouveaux indicateurs de richesse dans la définition de politiques publiques. L’article unique de cette loi prévoit "une évaluation qualitative ou quantitative de l’impact des principales réformes engagées l’année précédente et envisagées pour l’année suivante, notamment dans le cadre des lois de finances, au regard de ces indicateurs et de l’évolution du produit intérieur brut." Cette loi marque constitue donc une première étape dans la remise en cause de la centralité du PIB (produit intérieur brut), comme indicateur central du progrès de notre société. Comme l’explique la vice-présidente de la Commission des Finances de l’Assemblée nationale, la députée de l’Essonne, Eva SAS, à l’origine de cette loi, il est nécessaire de " renouveler la pensée économique " parce que nous sommes entrés " dans une période post-croissance qui nous impose de commencer à réfléchir autrement " (…) " Il faut remettre du long-terme dans les politiques publiques et prendre en compte ce qu’on lègue aux générations futures « . En consacrant son rapport annuel 2015 à la question des nouveaux indicateurs, l’Idies s’inscrit pleinement dans le cadre des missions qu’elle s’est donné depuis son origine : agir pour que soient réunies les conditions nécessaires pour que tous les citoyens puissent accéder à une information économique et sociale de qualité. Le choix des indicateurs rendant compte de l’état de notre économie et de notre société a une dimension technique. Mais il est surtout profondément politique. Il ne peut donc être laissé aux seuls experts et doit au contraire être placée au coeur de la délibération démocratique. C’est toute l’ambition de ce rapport que d’y contribuer.

The premise of this workshop is that we, as knowledge producers - especially within westernized universities (Grosfoguel, 2013), are significantly implicated in neoliberal imaginaries that are often in service of hierarchical, binary, competitive and linear narratives of growth as civilizational progress.

Participants should be able to distinguish the strictly non-cooperative (methodological individualist) foundations of traditional neoclassical economics as being couched in self-interested individuals, as well as having basic knowledge of an alternative set of theories based on the primacy cooperation and social norms and extending the breadth of economic analysis beyond exchange.

After completing the module, participants should be able to have general overview on the theory of commons. They can differentiate between neoclassical, new institutional and social/critical commons theory and can use these theories to assess real life common-pool resource management and commoning pratices.

Andrew McAfee about the history of human progress and the modern uncoupling of our prosperity from resource consumption. They discuss the pitfalls and hidden virtues of capitalism, technological progress, environmental policy, the future of the developing world, and other topics.

The authors discuss how identity affects economic outcomes by bringing together psychological and sociological perspectives and economics. For economic outcomes of a single individual, it might be interesting which kind of social groups this individual belongs to. This may influence individual daily decisions and hence economic outcomes. It can, however, not only affect individual economic outcomes but also economic outcomes of organizations, institutions and other groups. This paper describes these influences with respect to gender in the workplace, to the economics of poverty and social exclusion, and to the household division of labour.

James Robinson gives in this talk a short introduction into the theory and ideas of his popular book "Why Nations Fail" which was published together with D. Acemoglu in 2012. With many real-life examples he gives a lively description on the fundamentals for economic success from an institutionalist view. According to Robinson, the nature of institutions is a crucial factor for economic success. Whether institutions are inclusive (such as in prosperous economies) or extractive (poor economies) stems from the nation's political process and the distribution of political power.

Health Economics traditionally involves two distinct strands. One focuses on the application of core  neoclassical economic theories of the firm, the consumer and the market to health-seeking behaviour  and other health issues. It suggests a role for government intervention only in the case of specific  market failures (for example externalities, asymmetric information, moral hazard, and public goods)  that distort market outcomes. The second strand is evaluation techniques, used to assess the cost effectiveness of competing health interventions.

The concept of financialisation has undergone a similar career as ‘globalisation’, ‘neoliberalism’ or even ‘capitalism’, in the course of which it changed from the explanandum to the explanans; the process of financialisation is taken for granted, while the concrete historical and empirical causal conditions of its realisation and perpetuation are being moved into the background.

Global Social Theory is a large wiki-like project by Gurminder K Bhambra. Its central aim is decolonising and diversifying universities, production of knowledge, and social thought in general. It represents a large online library divided into three parts: concepts, thinkers, and topics in/of social theory and decolonial thought. Every part comprises of short, introductory articles on an according theme. It may be helpful to give you a general overview (and a list of basic readings) on the most essential areas of social theory: caste, class, and race; civil society; racism; secularism; feminism and many others. It may also allow students whose university curriculum in sociology, economics, or other social sciences lacks diversity to compensate for that.
